Cara Silver is a partner specializing in land use, municipal law, housing and contract negotiations. She serves as Town Attorney for the Town of Portola Valley and Assistant City Attorney for the City of Menlo Park. Her land use experience involves all aspects of land use and zoning entitlements, including CEQA compliance, development agreements, general plan amendments, and rezoning. Her municipal experience includes public contracting, bid protests, election law, municipal taxation and drafting legislation in areas of zoning, telecommunications, tax and environmental sustainability. Her housing experience involves advising on the State Density Bonus law, housing element law and inclusionary housing ordinances. Her contract negotiation practice involves negotiating and drafting public/private partnership documents, construction documents and counseling clients regarding real estate purchase and sale and lease agreements.
Prior to joining the firm in 2017, Cara served as the Senior Assistant City Attorney for the City of Palo Alto specializing in land use, zoning and entitlement work. In addition, Cara served as the Deputy City Attorney for the City of Santa Monica specializing in municipal and real estate litigation.
Cara received her law degree from Loyola Law School in 1988, where she served as the Note and Comment Editor of the Loyola Law Review. She received her Bachelor of Arts degree from the University of California, Los Angeles in 1985. Her professional affiliations include the State Bar of California (Municipal Law Section), the League of California Cities, the Bay Area City Attorneys’ Association and the Santa Clara County Bar Association.
