ConnectMenlo - General Plan Update

Yesterday, the City released a staff report for the next Planning Commission meeting Monday, Sept. 21, 2015. There is one item that staff would like to clarify in advance of the meeting. In regard to the topic of affordable housing, the General Plan Advisory Committee expressed a desire to require the provision of a certain amount of affordable rental housing in new development in the Bayfront Area given the fact that the City’s current Below Market Rate housing requirement only applies to ownership housing. This GPAC recommendation is shown in Attachment D-3 of the staff report. In response to this recommendation, the following proposed Land Use Element program was modified, as reflected in Attachment L-1 of the staff report, to read as follows:

Program LU-4.C
Community Amenity Requirements. Establish Zoning Ordinance requirements for new mixed-use, commercial, and industrial development to support and contribute to programs that benefit the community and City, including public or private education, transit, transportation infrastructure, public safety facilities, sustainability, neighborhood-serving amenities, child care, housing for all income levels, job training, parks, and meaningful employment for Menlo Park youth and adults (e.g., first source hiring).

The specifics regarding the affordable housing requirement would be established during work on the Zoning Ordinance requirements for the new residential zoning in the Bayfront Area.
