Overview of Willow Village Environmental Impact Report Scoping Comments

The proposed Willow Village master plan project (located at 1350-1390 Willow Road, 925-1098 Hamilton Ave. and 1005-1275 Hamilton Court) is currently under review. The project is in the environmental review phase and the City is in the process of preparing an environmental impact report (EIR). The draft EIR is tentatively anticipated to be released in the fall of 2020 for public review. The City Council's review and decision on the proposed project may occur in 2021.

On December 16, 2019, the City Council will receive an overview of public comments on the notice of preparation and confirm the scope and content of the EIR to be prepared for the proposed project. The staff report is now available and more information on the project status and upcoming Council meeting are outlined in this project update.

One of the first steps of the EIR process was issuance of the notice of preparation (NOP) to receive public comments on the scope of the EIR. The public comment period for the scope and content of the EIR closed October 18, 2019. The City received 23 comments from members of the public and various agencies and organizations, in addition to the comments provided at the October 7, 2019, Planning Commission scoping session. As part of its authorization of the project’s environmental analysis contract, the City Council requested that the draft scope of the EIR be provided to the City Council following the close of the NOP comment period to allow the City Council to review and provide additional input on the scope before the EIR is prepared.

At the upcoming meeting, the City Council will receive an overview of the comments and provide comments and/or changes, if any, on the EIR scope. No additional comments on the EIR scope will be taken from the public as the formal comment period has closed. Following the meeting city staff and its consultants will continue with the preparation of the EIR and other technical analyses for the proposed project.
