On November 16, the city released the
Notice of Preparation (NOP) and
Initial Study for the proposed
Menlo Flats project, located at 165 Jefferson Drive. The NOP is part of the environmental review process and identifies that a focused environmental impact report (EIR) will be prepared for the proposed project.
This project would demolish the existing office building and redevelop the site with approximately 158 multifamily residential units and approximately 14,400 square feet of commercial space. The proposed mixed-use building would be eight stories high with the commercial space located on the ground and second floors. The proposed project would use bonus level gross floor area, density and height in exchange for community amenities.
The proposal includes a below market rate housing agreement requiring a minimum of 15 percent or 21 of the units be affordable. The applicant proposes to include 20 additional market rate units (which are included in the 158 total units), per the density bonus provisions in the Below Market Rate (BMR) Housing Program. This provision allows density and floor area ratio bonuses and exceptions to the city's zoning ordinance requirements when BMR units are included.

The Planning Commission will hold an EIR scoping session and study session at its
December 7, 2020, meeting.
A focused EIR will be prepared to study potential new or increased impacts in the following areas:
- Air quality
- Greenhouse gas emissions
- Noise (traffic)
- Population and housing
- Transportation
The City is requesting comments on the scope and content of the focused EIR during the comment period for the NOP, which is extended to account for the Thanksgiving holiday and runs from Monday, November 16, 2020, through Monday, December 21, 2020.
