Greenheart Land Co. is proposing to develop 6.4-acres at 1300 El Camino Real into a mixed-use development comprised of up to 220 residential units and 210,000 square feet of commercial uses. The project site is within the
Specific Plan area, and has been designed at the public benefit Floor Area Ratio (FAR) and housing density levels allowed by the Plan. On August 4, 2014, the
Planning Commission held an EIR Scoping Session and Study Session on the proposal. One member of the public spoke during the EIR Scoping Session with regard to possible school impacts. The Planning Commission then provided comments on possible school impacts, train noise effects, traffic queuing, traffic intersections/segments to be studied, pedestrian access improvements, energy/greenhouse gas improvements and alternatives to be studied. The comments will be considered during the preparation of the EIR for the project and summarized in the Draft EIR. During the Study Session, two members of the public spoke in support of the project. The Commission provided comments on topics including the nature of the retail/office “flex” space, open space, improvements to energy use, parking and access, transportation demand management programs, possible future connections to adjacent parcels, and architectural design.
