The Dumbarton Transit Area Plan is a comprehensive planning study focused on defining land uses and circulation patterns in a one-half mile radius of a proposed new commuter rail station located near the intersection of Willow Road and Bayfront Expressway. The planning study would include a brownfields assessment, land use alternatives analysis, market demand study, parking demand study, and station access and circulation plan. It is intended that the study would result in the adoption of a Specific Plan for the area, inclusive of necessary General Plan and Zoning Ordinance revisions, and an Environmental Impact Report (EIR).
The city has issued a Request for Proposals (RFP) to consultants to prepare the plan, plus the associated studies. Proposals are due to the city by July 31, 2008.
The proposed plan will require review and recommendation by the Planning Commission and review and approval by the City Council. The plan also requires review for compliance with the California Environmental Quality Act (CEQA).
