All current project-related California Environmental Quality Act (CEQA) documents have been consolidated on this page by project. This page also includes a few frequently asked questions about CEQA to help provide background and context for the environmental review process.
  
Preparation of the environmental analysis for a proposed project as required by CEQA does not imply an endorsement or support of the proposed project by the City. The City, as a lead agency, has an obligation to complete the environmental analysis required by CEQA, but is not obligated to approve (or deny) the proposed project at the end of the CEQA process. The decision makers use the CEQA analysis as an informational tool in evaluating the merits of a proposed project and its potential environmental impacts.

The following proposed development projects require environmental review. All current project-related CEQA documents are on this page. For additional information on each proposed project, please see the individual city-maintained project pages.

Menlo Portal project (115 Independence Drive)


Proposal to demolish existing buildings on properties located at 104 Constitution Drive, 110 Constitution Drive, and 115 Independence Drive (Menlo Portal Project) and redevelop the site with approximately 335 multi-family dwelling units, approximately 34,499 square feet of office, and approximately 1,600 square feet of non-office commercial space (proposed to be occupied by a child care use as the applicant’s community amenity) located in the R-MU-B (Residential Mixed Use, Bonus) zoning district. A DEIR was prepared and included with the Notice of Availability (NOA) for the proposed project. A 45-day comment period required by CEQA Guidelines Section 15105 for the DEIR ended April 14, 2021. Subsequently, the City prepared what is referred to as the "Response to Comments" document, or the Final EIR (FEIR). The FEIR was released on July 30, 2021 for a 10-day public review period and is included in the link below. A hard copy is also available for curbside pickup at the Menlo Park Main Library. Please visit menlopark.org/library for more information on how to reserve this document. If you would like to submit written comments on the FEIR, you are encouraged to do so prior to 5:30 p.m. on Monday, August 9, 2021.

123 Independence Drive project

Proposal to demolish the existing single-story office building and redevelop the site with 67 townhomes, 316 apartments, and an 88,750 square foot office building at 123 Independence Drive located in the R-MU-B (Residential Mixed Use, Bonus) zoning district. A notice of preparation (NOP) has been prepared for the proposed project. The City requested comments on the scope and content of the environmental impact report (EIR) during a 30-day comment period that ended Feb. 8, 2021.

111 Independence Drive project


Proposal to demolish the existing single-story office building and redevelop the site with approximately 105 multi-family dwelling units and an approximately 746 square foot café in one building located in the R-MU-B (Residential Mixed Use, Bonus) zoning district. A Draft EIR was prepared and included with the Notice of Availability (NOA) for the proposed project. The 45-day comment period required by CEQA Guidelines Section 15105 for the DEIR ended Feb. 2, 2021. Subsequently the City prepared what is referred to as a “Response to Comments” document of the Final EIR. The Final EIR was released on April 16, 2021, for a 10-day public review and comment period that ended April 26, 2021.

Menlo Uptown project


Proposal to demolish three existing office and industrial buildings and redevelop the three-parcel site with 483 multi-family dwelling units, comprised of 441 rental units split between two seven-story apartment buildings and approximately 2,940 square feet of office uses located on the ground floor of one of the proposed buildings, and 42 for-sale townhome-style condominium units, located in the R-MU-B (Residential Mixed Use, Bonus) zoning district. A DEIR has been prepared and is included with the Notice of Availability (NOA) for the proposed project. The 45-day comment period required by CEQA Guidelines Section 15105 for the DEIR ended Feb. 2, 2021. Subsequently the City prepared what is referred to as a “Response to Comments” document of the Final EIR. The Final EIR was released on June 11, 2021, for a 10-day public review period. A hard copy is also available for curbside pickup at the Menlo Park Library. If you would like to submit written comments on the Final EIR, you are encouraged to do so before 5:30 p.m., Monday, June 21, 2021.

Proposal to demolish the existing single-story buildings and redevelop the site with a five-story, 131,285 square foot R&D building at 1125 O’Brien Drive located in the LS-B (Life Science Bonus) zoning district. A notice of preparation (NOP) and initial study (IS) has been prepared for the proposed project. The City is requesting comments on the scope and content of the environmental impact report (EIR) during a 30-day comment period that ends on August 30, 2021. Written comments must be submitted no later than 5:30 p.m., Monday, August 30, 2021, to the below contact information. Email correspondence is preferred due to ongoing covid-19 pandemic.
