All current project-related California Environmental Quality Act (CEQA) documents have been consolidated on this page by project. This page also includes a few frequently asked questions about CEQA to help provide background and context for the environmental review process.
  
Preparation of the environmental analysis for a proposed project as required by CEQA does not imply an endorsement or support of the proposed project by the City. The City, as a lead agency, has an obligation to complete the environmental analysis required by CEQA, but is not obligated to approve (or deny) the proposed project at the end of the CEQA process. The decision makers use the CEQA analysis as an informational tool in evaluating the merits of a proposed project and its potential environmental impacts.

123 Independence Drive project

Proposal to demolish the existing single-story office building and redevelop the site with 67 townhomes, 316 apartments, and an 88,750 square foot office building at 123 Independence Drive located in the R-MU-B (Residential Mixed Use, Bonus) zoning district. A notice of preparation (NOP) has been prepared for the proposed project. The City requested comments on the scope and content of the environmental impact report (EIR) during a 30-day comment period that ended Feb. 8, 2021.

Written correspondence is typically considered a public record and may be posted on the City’s website, included in the DEIR and/or attached to staff reports.

111 Independence Drive project


Proposal to demolish the existing single-story office building and redevelop the site with approximately 105 multi-family dwelling units and an approximately 746 square foot café in one building located in the R-MU-B (Residential Mixed Use, Bonus) zoning district. A Draft EIR was prepared and included with the Notice of Availability (NOA) for the proposed project. The 45-day comment period required by CEQA Guidelines Section 15105 for the DEIR ended Feb. 2, 2021. Subsequently the City prepared what is referred to as a “Response to Comments” document of the Final EIR. The Final EIR public review and comment period ended April 26, 2021.

Written correspondence is typically considered a public record and may be posted to the city website, included in the FEIR and/or attached to staff reports.

1105-1165 O'Brien Drive

Proposal to demolish the existing single-story buildings and redevelop the site with a five-story, 131,285 square foot R&D building at 1125 O’Brien Drive located in the LS-B (Life Science Bonus) zoning district. View the 1105-1165 O'Brien Drive project page for more details.

A notice of preparation (NOP) and initial study (IS) have been prepared for the proposed project. The City is requesting comments on the scope and content of the environmental impact report (EIR) during a 30-day comment period that ended August 31, 2021.

CSBio Phase 3 project

Proposal to construct a new seven-story office and research and development (R&D) building with a ground-floor restaurant, partially demolish an existing office and R&D building and construct a new five-story parking structure located at 1075 O'Brien Drive and 20 Kelly Court. The 1075 O'Brien Drive site contains an existing one-story warehouse/R&D building, approximately 14,500 square feet in size, that would be demolished as part of the project. A Notice of Preparation (NOP) and initial study (IS) have been prepared for the proposed project. The City accepted comments on the scope and content of the environmental impact report (EIR) during a 30-day comment period that ended September 27, 2021.

Menlo Flats

Proposal to demolish the existing building and redevelop the site with approximately 158 multi-family dwelling units and approximately 15,000 square feet of commercial space comprised of approximately 13,400 square feet of office space and approximately 1,600 square feet of community amenities space in one building located in the R-MU-B (Residential Mixed Use, Bonus) zoning district. A focused Draft Environmental Impact Report or DEIR was prepared and included with the Notice of Availability (NOA) for the proposed project. The 45-day comment period required by CEQA Guidelines Section 15105 for the DEIR began Monday, October 25, 2021, and will end Thursday, December 9, 2021. Subsequently the City will prepare what is referred to as a “Response to Comments” document or the Final EIR.
