In June 2010, the City Council voted to approve the proposal, subject to voter approval of a ballot measure for the November 2, 2010 general election. Measure T was approved, and the project approvals became effective with the certification of the election results on December 7, 2010.

The City of Menlo Park has approved amendments to the General Plan and Zoning Ordinance and Map proposed by the Bohannon Development Company to construct the following:
- Three office and R&D buildings (694,669 square feet)
- Hotel (171,563 square feet; 230 rooms)
- Health club, serving hotel guests and the public (68,519 square feet)
- Cafe/restaurant (4,245 square feet)
- Neighborhood-serving retail and community facilities (10,420 square feet)
- Three parking structures
The development would take place on two sites totaling 15.9 acres located near the US101/Marsh Road interchange. The specific sites are located at 100 to 190 Independence Drive and 101 to 155 Constitution Drive.

The proposed project required the following applications to be reviewed by the Planning Commission for its recommendation to the City Council for final action:
- General Plan Amendment: Change from Limited Industry to a new Mixed Use Commercial Business Park land use designation;
- Zoning Ordinance Amendment: Create a new M-3 (Mixed-Use Commercial Business Park) zoning district and undertake associated modifications, in particular the addition of unique parking requirements for the M-3 district;
- Rezoning: Change from M-2 (General Industrial District) to a new M-3 (Mixed-Use Commercial Business Park District);
- Architectural Control approval of specific project plans;
- Development Agreement to guarantee development rights over a 15 year period in exchange for demonstrable benefits to the City;
- Environmental Review of the proposed project in the form of an Environmental Impact Report (EIR); and
- Below Market Rate (BMR) Housing Program Agreement to provide on- or off-site BMR units, or to pay an in-lieu fee.
