On August 28, 2008, the City issued a Request
for Proposal (RFP) for the El Camino Real/Downtown Specific Plan,
also known as Phase II of the overall visioning and planning process. In
response, the City received four proposals:

The proposals were reviewed by the Consultant Review Committee, a
seven-person group of City Council Members, Planning Commissioners, and
staff. After a detailed review process, the City Council accepted the
Consultant Review Committee recommendation to select Perkins+Will.

Environmental analysis of projects like a specific plan is required by the California Environmental Quality Act (CEQA). Please see the EIR sub-page for more information about the Notice of Preparation (NOP) and pending Draft EIR.
