Consultant Proposals

On August 28, 2008, the City issued a Request for Proposal (RFP) for the El Camino Real/Downtown Specific Plan, also known as Phase II of the overall visioning and planning process. In response, the City received four proposals:

The proposals were reviewed by the Consultant Review Committee, a seven-person group of City Council Members, Planning Commissioners, and staff. After a detailed review process, the City Council accepted the Consultant Review Committee recommendation to select Perkins+Will. Please see the approved scope of work, fee, and schedule for more details.

CEQA

Environmental analysis of projects like a specific plan is required by the California Environmental Quality Act (CEQA). Please see the EIR sub-page for more information about the Notice of Preparation (NOP) and pending Draft EIR.

Draft Specific Plan Release Events

In April 2010, City staff held two open house release events and one Planning Commission study session to present an overview of the draft plan, inform community members of how to obtain the plan, and highlight the next steps.
