Current Status

The Final EIR for the project was released in June prior to the Planning Commission public hearing, and includes responses to comments received on the Draft EIR during the public review period from February 17, 2012 to April 2, 2012.

The project received the required City Council approvals in July 2012, and is currently commencing construction.

    Project Description

    The 389 El Camino Real Project includes demolition of an existing single-family house and residential triplex, and construction of 26 residential units on the subject site.

    The project area comprises 1.23 acres between College Avenue and Partridge Avenue on El Camino Real. While the proposed project address is 389 El Camino Real, the subject site comprises 603-607 College Avenue, 321 El Camino Real, 327 El Camino Real, 389 El Camino Real, and 612 Partridge Avenue. A single-family residence and a triplex was located on portions of the property. The remaining portion of the property was vacant.

    The project required the following applications:

    1. Use Permit. A use permit to construct three or more residential units in the R-3 zoning district, and to construct residential units and increase the floor area ratio (FAR) from 55 percent to 75 percent in the C-4(ECR) zoning district;
    2. Architectural Control. Design review for the proposed residential buildings and site improvements;
    3. Major Subdivision. Tentative Map for seven existing legal lots to be merged into two lots; the public street easement for Alto Lane would be abandoned; and 26 residential condominium units would be created;
    4. Below Market Rate Housing Agreement. A Below Market Rate (BMR) Housing Agreement to provide for the development of three on-site low-income BMR units in accordance with the City’s Below Market Rate (BMR) Program and the provisions of Government Code Section 65915, the State Density Bonus Law;
    5. The application wasd being submitted subject to the State Density Bonus Law, Government Code Section 65915 and relevant amendments, which permits exceptions to the City's Zoning Ordinance requirements.
    6. Environmental Review. Analysis regarding the potential environmental impacts of the proposal.

    Project History

    In 2009, Matteson Development Partners Inc. submitted plans to develop the proejct site with the application of the State Density Bonus Law, and began working collaboratively with the Neighborhood Task Force on a design proposal. The project received the required City Council approvals in July 2012. Matteson Development Partners has since brought in DR Horton to build the project. Project construction is currently underway.

     

    Required Review

    The Planning Commission reviewed and recommended approval on the project. The Housing Commission reviewed and recommended approval of the BMR (Below Market Rate) Agreement to provide three BMR units in accordance with the City’s Below Market Rate (BMR) Program and Government Code Section 65915, the State Density Bonus Law. The City Council subsequently approved the proposed project and all of the applications listed above.
