Successor Agency
The California Community Redevelopment Act was created in 1945 to give local governments tools to address problems such as blight, degraded buildings and a lack of affordable housing. Redevelopment agencies develop a plan and provide the initial funding to encourage and attract private investment that otherwise wouldn’t occur. Redevelopment activities created jobs and expanded business opportunities, provided housing for families most in need, helped reduce crime, improved infrastructure and public works, and cleaned environmentally-threatened and rundown areas. Menlo Park’s redevelopment area (see map) was established in 1981 when the City was searching for a way to address problems facing the Belle Haven neighborhood and had limited resources to do so. Housing deterioration, overcrowding and the high unemployment rate of area residents were seen as the major concerns that needed to be addressed. The original project proposal indicated the area included “an undesirable mix of residential, commercial and industrial uses” and that some parts of the area were suffering from “advanced stages of physical decline.” The physical blight and unemployment were accompanied by a relatively high crime rate compared to the Bay area and City police were concerned about increasing symptoms of the presence of gangs.
Menlo Park’s redevelopment agency continued to reduce blight and crime and promote economic development and housing until, in February of 2012, it was dissolved by the State.

The City of Menlo Park has launched a new Emergency Notification system which can be used by City staff to send personalized voice and data messages to residents and businesses within Menlo Park. The system has the capability of sending thousands of messages in minutes using a single announcement.
Examples of when the system may be used are:

- Water Main Breaks
- Road Closures
The City Of Menlo Park contracts with Blackboard Connect, utilizing their emergency notification product.
The system can be activated by City personnel from any computer with Internet access, or by telephone. For more information about Blackboard Connect, you can access their website by visiting:

Primary residential and business telephone numbers are automatically included in the system, utilizing various public databases. However, residents and businesses can utilize the “City Resident or Business Opt-In” weblink below to insure that their telephone number is accurate and/or updated. In addition, residents can add cell phone numbers and email addresses. For residents, the system has the ability to store up to three telephone numbers and two email addresses.
For residents who do not have access to a computer they can visit either of the Menlo Park libraries and access dedicated library computers,
which will take them to the City of Menlo Park's website. One library is located at 800 Alma Street in the Menlo Park Civic Center, and one is
located at 413 Ivy Drive in Menlo Park. Or, they can call Carolina Gaskin at the Menlo Park Police Department at 650-330-6327 to register.

Dear Neighbors,
Over the next six weeks, there will be a temporary increase in overnight activity along the Caltrain corridor. Caltrain's new contract-operator, TASI, will be "qualifying" several Federal Railroad Administration-certified engineers, for revenue service operations.
Experienced, FRA-certified engineers go through a qualification process to familiarize themselves with the Caltrain Right-of-Way and operations. Caltrain's corridor contains physical and geographic characteristics that are unique to our system. With more than 40 at-grade crossings between San Francisco and San Jose, it's critical that our engineers are familiar with operating conditions before they begin running passenger service.
Unfortunately, communities located near the corridor will notice an increase in horn noise and gate down time during the overnight hours as the training runs operate through their area. These trains will be operated largely overnight to avoid impacting regular service. Overnight operations will take place Monday through Thursday between the hours of 10 p.m. and 4 a.m. Practice runs will operate during the weekend but they also will not carry passengers. Passengers at stations should be aware that trains may arrive off schedule. They will not be able to pick up riders.
TASI was awarded the Caltrain operator contract in 2011 during a competitively bid process. Over the past year, TASI, Caltrain staff and the previous operator, Amtrak, have worked closely to minimize impacts to our passengers and communities during this transition. We're pleased that the majority of our engineers will be staying on with TASI. By expediting the training and qualification for the additional engineers joining our service, we anticipate a safe and seamless cutover between operators, when TASI takes over in-service operations on May 26th.
We apologize for the temporary inconvenience. We expect all overnight training activities to be completed by May 24th. Should any questions or issues arise, please feel free to direct them to me. Residents may call the Caltrain Comment Line at (650) 508-7726, staff will respond within 24 hours.

THE CITY GOVERNMENT
The City of Menlo Park, incorporated in 1927, operates under the council-manager form of government. There are five City Council members elected at large for four-year overlapping terms. The Council selects one of its members to serve as mayor for a one-year term. The Council appoints the City Manager and City Attorney as well as members of a variety of commissions and committees. City departments report to the City Manager and include Administrative Services, Community Development, Community Services, Library, Police, and Public Works. The City’s resources include a staff of 243 permanent and 200 temporary employees and an operating budget of 37.4 million. Menlo Park has earned a reputation as a stable and well-run city. Menlo Park lays claim to having one of the most beautiful civic center campuses in the Bay Area.
INTRODUCTION
The City is actively promoting a summer intern program to provide students a meaningful experience in public service as well as work experience. Interns will also be encourage to bring fresh ideas enthusiasm into the organization.
ABOUT THE INTERNSHIP PROGRAM
The Intern Program will be structured to provide summer interns with exposure to public policy issues, including preparing background information, preparing staff reports and presenting the findings and recommendations to Department Heads and possibly the City Council All interns will receive direct supervision for the particular project (s) assigned to them, to insure a successful experience for each Intern and completion of the project during the Internship period.
Several Departments are offering Internships, so applicants should identify particular areas of interest. Depending on the complexity of the project assigned, the Interns will receive wages of between $16.00 and $20.00 per hour. We are offering a flexible work week ranging from between twenty and forty hours per week for a twelve to sixteen week period. City Hall is closed on alternate Fridays.
This program is designed to provide work experience to graduate students who are currently enrolled or have been accepted into an accredited graduate program, or undergraduate students who are currently enrolled in an accredited college or university and carrying twelve semester units or greater.
THE INTERNSHIP PROGRAM
• Qualifying students must fill out a standard City application and, upon acceptance, must complete normal hiring procedures. For purposes of this program, student interns are considered part time, seasonal employees.
• Once hired, the intern will require project direction, a work space and the proper tools to carry out their work assignments. Interns will receive ongoing feedback and instruction as necessary.
• At the completion of the program, student interns will receive a summary of their work experience and departmental recognition for their efforts.
