Developer Requirements for
Below Market Rate Housing Program (BMR)
The City of Menlo Park Below Market Rate
Housing program is intended to increase the housing supply for
households with low and moderate incomes, and to mitigate the
jobs/housing imbalance in the City. Towards this end, the BMR
Program requires commercial, industrial, and residential developers
to contribute BMR housing units and/or housing in-lieu fees. The
fees go to the BMR Housing Fund that was established solely to
increase the supply of below market rate/affordable housing in
the city.
